Energy certification of buildings
Starting from 1 January 2012, in the province of Treviso as in all of Italy, is obliged to declare the energy class of the homes sold or rented, both in the contracts and in the real estate announcements. The energy performance certificate supplied with the buildings is an official document valid for 10 years and must be issued by a qualified professional. Based on the characteristics of the wall structure, the windows and the systems, the Energy Class of the house is obtained, indicated with the letters from A (high efficiency) to G (low efficiency). The declaration includes a list of significant interventions to be implemented, both short and long term, to improve efficiency.
According to national legislation, professionals registered on Professional Orders or Colleges authorized to practice the profession for the design of buildings and facilities serving the buildings can draw up the certification. However, it is necessary that they have not taken part directly or indirectly in the design or construction of the building to be certified and that they are not connected with the producers of the materials and components used. This rule serves to avoid conflicts of interest between the designer and the certifier, otherwise those who build a building could declare a high energy class to illegitimately increase the value of the property.
In the case of new buildings, the certification will be borne by the manufacturer; for existing buildings offered for sale or for rent, it is up to the owner. Each Region adapts the National Guidelines (defined by the Ministerial Decree of 06/26/2009); for this reason the obligations and sanctions vary depending on where the property is located. The Energy Certification Certificate is part of the documentation required to obtain access to the 65% income tax deduction. The improvement in the energy class turns into an increase in the real estate value of the home, and allows the owner, the buyer or the tenant to know in advance the future expenses for heating the building.
